On September 21, 2020, the State Council announced the Guofa [2020] No. 13 document, which decided to cancel 29 administrative licensing items and decentralize the approval levels for 4 administrative licensing items. Among them, related to pesticides, the State Council decided to cancel the new pesticide registration test license and change it to test filing. The new pesticide registration test approval requirements have been optimized and adjusted for more than 2 years since its implementation. According to the "Regulations on Pesticide Management" that came into effect on June 1, 2017, new pesticides need to submit an application for a test permit to the agricultural authority before the test is carried out, and the agricultural authority shall conduct the test within 40 working days from the date of accepting the application. The safety risks and preventive measures are reviewed, and the registration test is approved if the conditions are met.
In October 2019, the Ministry of Agriculture and Rural Affairs issued Announcement No. 222. In accordance with the reform of decentralization, regulation and service and the convenience activities of “three reductions and one excellence”, the Ministry of Agriculture revised the new pesticide administrative approval service guidelines and reduced new pesticide registration tests The information requirements at the time of application optimize the approval service and reduce the approval time limit.
Now the State Council has decided to cancel the new pesticide registration test license and change it to a filing system. This means that after new pesticide applicants apply for the new active ingredients to be added to the database, they do not need to spend another two months to obtain the new pesticide test approval before they can start the test as usual. The new pesticide registration test permit was changed to filing, which reduced the preparation work before the new pesticide registration test, shortened the preparation time limit before the new pesticide test, and accelerated the new pesticide registration process. This is another excellent embodiment of the government's streamlining of administration and decentralization.
